Board of Directors Meeting Minutes - 24 September 1998

III.  Minutes

Mr Bartlett called the meeting to order shortly after 0900.  All
five members of the Board of Directors (BoD) were present along
with Ms Raelynn Bryan, president of the Van Kuren (NAIC) Chapter,
who participated as an observer.

Mr Bartlett immediately addressed the agenda items in order.

- Approval of Chapter Goals

Mr Bartlett passed out a copy of the chapter goals to all persons
at the meeting, asked for comments, and offered suggested
changes.  Several people suggested changes in the wording of the
goals.  The BoD then approved the goals as modified.  Mr Bartlett
will send out the updated goals to all BoD members.

- Buckeye Council Membership

The continued membership of the NAIC Van Kuren NMA chapter in the
NMA Buckeye Council was discussed.  Dues for Buckeye Council
membership are $50.00 per chapter per year.  The chapter dues for
membership in the Buckeye Council during calendar year 1999 were
approved by the BoD.

- Chapter Dues Increase Alert

The Directors of the NMA national office are considering a $5.00
increase in NMA dues resulting in an increase from $30.00 to
$35.00 annually.  This increase, if passed, will force local NMA
chapters to either absorb the increase or pass it along to NMA
members.  The BoD discussed this topic and asked Mr Bartlett to
prepare a letter to the national directors asking them to
reconsider any proposed dues increase.

- Sagging membership

The BoD discussed how to revitalize the NAIC Van Kuren NMA
Chapter.  One proposal is a new program being developed by the
NMA national office to help local chapters.  It involves a
workshop for local chapter officials during which concrete
actions are presented and explained.

- Reinvent NMA meetings

A "Reinvent NMA" program is being implemented in the NAIC Van
Kuren NMA Chapter with assistance from the Buckeye Council.

- Extemporaneous items

-- Buckeye Council Fee

One of the benefits of membership in the Buckeye Council is
participation in the American Free Enterprise Speech Contest. 
The NAIC Van Kuren NMA chapter and the Wright chapter have
jointly sponsored a candidate in this contest who is going to the
national competition in the near future.  The current fee is
$100.00 if a candidate is entered in this contest.  This fee
could be increased to $150.00 in CY 1999.  In the past the Wright
and Van Kuren NMA Chapters split the cost of the speech contest
($50.00 each for at total of $100.00) but this may not be an
option this year, and the Van Kuren Chapter may have to pay the
full $150.00 if the fee is raised.

-- Recent Awards

Ms Bryan noted that the NAIC Van Kuren Chapter recently received
two awards.  They are the NMA Excellent Overall Award and the
First Place  American Enterprise Award.

-- Chapter Newsletter

Ms Brenda Cooper, a new NMA member, is working on a draft of the
Van Kuren Chapter newsletter.

-- NAIC Master Plan

Mr Jay Finley, BoD member, noted that comments on the NAIC Master
Plan are due by COB 25 September 1998.  BoD members with comments
regarding the NAIC NMA chapter were to submit them to Mr Bartlett
by COB 24 September 1998.  Mr Bartlett will then forward them to
NAIC before COB Friday, 25 September 1998.

-- NAIC Covey Team Representation

Ms Bryan noted that the NMA chapter was not represented in the
NAIC Covey Support Team.  The organizations that were represented
are the TOP 4, Company Grade Officers Association (CGOA), and
Enlisted Advisory Council (EAC).

-- Civilian Career Enhancement Program

Ms Bryan is working to incorporate NMA training resources into
the Civilian Career Enhancement Program (CCEP).  Discussions are
underway and a final decision has not been made.  Ms Bryan also
noted that NAIC NMA chapter officials will meet with personnel in
NAIC/MSC to discuss the incorporation of NMA training resources
into NAIC training programs.

-- NMA Chapter at DIA

One BoD member asked if there was a NMA chapter at DIA.  Mr
Bartlett noted that there is the NMA Potomac Chapter in the
Washington, DC, area.  However, he did not know if there was a
chapter at DIA but would find out.

-- Chapter Awards Data

Mr Finley asked if data on chapter awards are broken out by
chapter size in national statistics.  Mr Bartlett stated that the
information is available and that he will get the data.

IV.  Adjourn

The meeting was adjourned by Mr Bartlett at 0950.
